Marketplaces may also ask you for the registration number, so check this before you list products for the German market.

What the law asks for: VerpackG in short

The VerpackG puts responsibility for packaging waste on the companies that bring filled packaging to market. In outline, the law asks you to do three things: register with the central register, take part in a system that collects and recycles the packaging, and report the packaging quantities. The authoritative text is on the official VerpackG page, and the register itself explains its processes at the Zentrale Stelle Verpackungsregister. Treat both as the source of truth and this article as a map.

It helps to think of the law as a chain. The company that puts packaging into circulation is responsible for what happens to it afterwards, and the register, the system providers and the marketplaces each check one link. If one link is missing, such as a registration number that does not match the brand on your listing, the others can notice. For a small seller this is less about fines than about listings that stop working at the wrong moment, so it is worth sorting out before your first shipment to Germany, not after.

Who is covered: packaging introducers and marketplace sellers

The obligations attach to whoever first places filled packaging on the German market. For online sellers, that includes sales packaging and shipping packaging that ends up with private consumers in Germany. Being based outside Germany does not by itself take you out of the picture if you ship to German customers, so read the register’s guidance on distance selling and foreign companies.

Shipping cartons and fillers can count as packaging, not only the product box.

The law also gives duties to operators of electronic marketplaces. In practice, this is why marketplaces ask sellers for a registration number and proof of system participation. What exactly your marketplace requires is described in its own seller help pages, for example in the Amazon Seller Central help hub for sellers who use Amazon.

LUCID registration: what the Zentrale Stelle does

LUCID is the online register run by the Zentrale Stelle Verpackungsregister. You create an account for your company, enter company details, brand names and the types of packaging you use, and receive a registration number. That number is public in the register, which is how authorities and marketplaces can check it. The exact data fields and any fees are listed by the register itself, so we do not quote them here. Enter brand names exactly as they appear on your packaging and listings, since a mismatch between the brand in the register and the brand on the product is a common reason for follow-up questions. If you add a new product line or a new brand later, update the register entry as well.

System participation (licensing) is a separate step

Registration alone does not cover disposal. You also need to take part in a dual system, which is a private provider that collects and recycles sales packaging. You report your packaging types and quantities to that provider, who in turn reports to the register. The two steps need to match: the data in LUCID and the data with your system provider should describe the same packaging.

Step

What it is

Where to read the rules

1. LUCID registration

Company and brand registration, giving a registration number

Zentrale Stelle Verpackungsregister

2. System participation

Contract with a dual system and quantity reporting

VerpackG and the chosen provider

3. Marketplace declaration

Entering the number in your seller account

Your marketplace’s seller help

Declaring the number on a marketplace

Once you have your registration number, marketplaces usually have a section in the seller account where you enter it, often together with proof of system participation. Menu names and requirements change, so open the seller help of the marketplace you use. If you sell on several German marketplaces, repeat the declaration in each of them. Keep a folder with your registration confirmation, your system contract and the quantity reports, because you may need to show them to a marketplace or to an adviser, and finding them months later is harder than saving them now.

Extra questions for non-German sellers: check the official pages

If your company is outside Germany, a few questions deserve a direct look at the official guidance before you start:

Which legal entity must register: the selling company, or another party in your supply chain?

Does your setup require a local address or an authorized representative? Do not assume either way, check the register’s pages.

If a fulfillment partner packs your orders in Germany, who counts as the party placing the packaging on the market?

Which packaging materials and categories must be declared?

Apex Global World’s pricing page lists LUCID registration and reporting as additional services around its German company packages. Packaging compliance is not the core of our work, so use that as a pointer and not as a promise. You can see what is listed on the current pricing page, and our Germany UG/GmbH formation page covers the company side. If you sell through Amazon, see our Amazon seller services as well.

What to ask an adviser

This article is general information and not legal advice. A packaging compliance adviser or a German lawyer can answer these questions for your case:

Which of my packaging counts as sales packaging, and which as transport packaging?

Which entity registers, and do I need anything beyond LUCID and a system contract?

How do I keep quantity reports aligned with my real sales?

What happens to my listings if my registration or system data are incomplete?

Frequently asked questions

Is LUCID the same as a packaging licence?

No. LUCID is registration with the central register. The licence, also called system participation, is a contract with a dual system. You normally need both.

Do I need a German company to register?

Do not assume that without checking. Registration depends on who places the packaging on the market. Read the register’s guidance for foreign companies, and ask an adviser if your structure is unusual.

Does Amazon.de ask for a LUCID number?

Marketplaces commonly ask for it, because the law gives operators checking duties. Check the current requirement in your Seller Central help.

What if I sell only a few items?

The law does not turn on how successful your shop is. Check the official pages for how small quantities are treated and which obligations still apply.

If you are planning a German setup and want to talk it through, our company formation application form is the simplest way to reach us.

Selling packaged goods to Germany?
